Abstract

In combating the threats of the Covid-19 virus, generally states would conduct measurements in order to respond to the virus as a threat in the scale of security issue or any other name throughout the process of securitization. However, Indonesia as a state, responded to the threats of the Covid-19 Pandemic using a desecuritization approach. In which, this means of approach became visible, proven by public statements and opinions from government actors in regards the defining the Covid-19 Pandemic as a threat in early 2020. Hence, the researcher focuses on examining the variables and factors that became the main reasoning of Indonesia desecuritization measures as a response towards the early stage of the Covid-19 virus 2020. This research is conducted using qualitative explainative methods. With data collection consisting of literature review which include sources such as books, article journals, and Non-Governmental Organizations (NGO) reports as secondary data, and digital media as the primary data. The hypothesis of this research concludes the implementation of New-Developmentalism as a development paradigm by the Indonesian government during Joko Widodo’s presidency, as a decision and measurement that often contradicts democratic principles in favor of economic stability. In which, the perception of the Covid-19 Pandemic as a security issue could disrupt the economic development of the country.
